It couldn't have been a firewall on two different NAT's. The CPU will speed up if it has the tech to downclock when not in use. I go into the tax manager and try to see if there is some process that fires up while it pauses and I can't see any of them hogging the computer. It used to happen on my P4 3.2 but after upgrading to AMD X2 4800+ it still does it. Try running chkdsk to see if it is working right or not.
