It, seems the Windows registry controls this restart looping process. the computer manages to get to the light blue windows xp loading screen but instead of entering my desktop the computer reboots and the whole process starts over again. If it's a hardware failure and the disk is not read by any type of OS/device then you cannot. Check This Out
Make sure to change C:\Windows to the appropriate windows_folder if it is a different location. Desperately looking for a solution. You can scan for something more than bad sectors which should have been fixed by the solution presented by me, more like for physical bad sectors or faulty disk.
