You can get this file back if you need to by reinstalling Spybot. Some users have experienced issues with the latest update. Previously, neither scan would run more than 5 - 10 minutes. Older versions have vulnerabilities that malware can use to infect your system. Mine is scanning at the moment and there is absolutely no affect on performance. Open Spybot by right-clicking on the Spybot icon and choosing the option to "Run as administrator".
