Most PCs use several fans to circulate air through the case to bring down the temperature. As soon as you determine whether the fans are on or not turn off the PSU and unplug the power cord from the PSU. But I'm inclined to think it is one of the three items I suggested, the PSU, Motherboard, or the power switch. If this is a custom build please post the make and model of the motherboard.
