Computer Shuts Down/Won't Restart

Same smell as when one of my video cards died, which made me think that had happened again, but even when i take both of them out, it still won't start. If you haven't already, take out the video card and try booting up the pc with just the onboard graphics, and nothing else in the PCI slots. You haven't posted whether this is a laptop or desktop computer, please do.
